Ready or Not…Strike

In January of 2023, a union at the City of Portland issued a 10 day notice of intent to strike if there was no improvement to contract negotiations.
At midnight on February 2nd, the union, representing approximately 615 city workers, began to strike. Of those 615 employees the wastewater utility had 98 bureau employees who were represented, 85 of those were in critical specialized jobs. This presentation will review preparation and activation of a bureau emergency operations center for the duration of the strike for the state of Oregon’s largest wastewater system. The strike lasted three days and resolved without significant impact to City operations.

About the Presenter

Ronnie Mompellier is currently the Bureau of Environmental Services Emergency Manager. Prior to her work at BES, she worked for the Federal Government for 12 years. She worked with the FBI, State Department, DoD, Secretary of Defense and most recently working on risk and security assessments at the US Army Corps of Engineer dams in the Northwest region. She also is an adjunct professor at Angelo State University teaching both security and emergency management undergraduate courses. She has a BA in International Relations from UC Irvine, and an MS in Intelligence Analysis from Johns Hopkins University.
