In January 2024, FBI Director Chris Wray testified before Congress about the threat posed by Volt Typhoon. Volt Typhoon is a Chinese state-sponsored hacker group that is focused on disrupting US infrastructure. Their malware is already in place in a great number of systems throughout the United States, including personal use and infrastructure devices. This presentation will address the threat, talk about why it’s important to emergency managers, give an overview of the efforts underway to eradicate it, and provide resources, including DEFCON Franklin Project and Undistruptable27.

What Will the Audience Learn:

The audience will learn about the threat posed by Volt Typhoon, including the interface between critical infrastructure and emergency management. They will learn about the voluntary efforts underway by DEFCON Project Franklin and Undisruptable27, including how to access assistance or volunteer to help.

Sarah K. Miller is an emergency manager and Professor of Emergency Management at Pierce College. She is a Certified Emergency Manager, Certificate Cybersecurity Manager, and a volunteer with Undisruptable27.Brian Doran is a Senior Site Reliability Engineer at F5 Inc. He leads a team of engineers focused on building and securing software supply chains, he has a degree in computer networking, and is a volunteer with DEFCON Franklin.
